Flood Watch, *NOAA Issue Date: 12/20/2014 08:21:00 AM Flood Watch remains in effect from 4 PM PST this afternoon through Monday afternoon for southwest Washington and northwest Oregon ... The Flood Watch continues for southwest Washington and northwest Oregon from 4 PM PST this afternoon through Monday afternoon. A classic atmospheric river type precipitation event is setting up over the Pacific northwest today ... Which will continue to impact the region into early Monday. A very long fetch of moisture with origins west to the south china sea is feeding into this system ... Bringing the potential for very large rainfall totals across the region. A deep and moist westerly flow will develop today and continue through Sunday. With the flow forecasted to remain perpendicular to the coast range and Cascades for an extended period of time ... Expect strong orographic enhancement to lead to the highest rainfall totals over the mountains. The coast range ... Foothills and Cascades are expected to see in the range of 6 to 12 inches of rain ... With locally higher amounts possible. Lower but still significant totals are expected for the lower terrain. Projected rainfall along the coast is forecasted to be around 4 to 8 inches. The interior lowlands should see 1 to 4 inches ... With the highest amounts closer to the Cascade foothills. Given the latest forecasted rainfall totals ... It appears that there is the strong potential for flooding over the weekend on numerous rivers and tributaries draining the coast range and Cascades. A few rivers may even reach major flood stage. The current river stage forecasts indicate that the faster responding rivers could reach flood stage as early as tonight. There are also likely to be impacts from urban and small stream flooding and flooding along low lying pasture land. In addition to the flooding concerns ... Excessive rainfall has the potential to create landslides ... Debris flows ... And excessive runoff in the vicinity of recent wildfire burn scars. Burn scars from two large fires this summer ... The 36 pit fire in the Clackamas river basin near Estacada and the deception complex near Oakridge ... Will be particularly vulnerable. Precautionary/preparedness actions... A Flood Watch means there is a potential for flooding based on current forecasts. Landslides and debris flows are possible during this flood event. People ... Structures and roads located below steep slopes ... In canyons and near the mouths of canyons may be at serious risk from rapidly moving landslides. You should Monitor later forecasts and be alert for possible flood warnings. Those living in areas prone to flooding should be prepared to take action should flooding develop. The next update for this watch will be issued by 10 PM Saturday night.

ORE8 MP 11.28 to 14.66

Estimated delay under 20 minutes; Construction Work
Comments: Night time lane closures between 10th Avenue and 1st Avenue between 5 PM to 6 AM with Monday through Saturday. Expect delays. Project Description: Project Description: ODOT and the City of Hillsboro are partnering on a paving and utility improvement project on Tualatin Valley (TV) Highway (OR 8) between Minter Bridge Road and 331st Avenue. Work on TV Highway involves grinding, reconstructing, paving and restriping; significantly upgrading the City’s water and storm water systems; improving more than 100 ADA ramps (accessible curb ramps); and repairing and paving the Dairy Creek Bridge. The contractor has added crews over this summer and plans to complete a significant amount of work by October 2014. On TV Highway and some side streets, road users should plan for congestion, delays and uneven road surfaces. There is increased traffic enforcement in the area. Traffic Impacts: Baseline Street: Reconstructing and repaving work is underway on nearly all three lanes of Baseline Street from 10th Avenue to 1st Avenue. This is the most disruptive work on Baseline Street to date and will take place day and night, Monday through Saturday, with two lanes in a 2-block section closed on Baseline Street 24/7. At night from 5 p.m. to 6 a.m., the side streets in the 2-block lane closure area may be closed at Baseline Street. This means that road users (at night) may not be able to turn onto or off of the side streets from/to Baseline Street. On Friday night, Sept. 19, the contractor will pave the left and center lanes of Baseline Street between 5th Avenue and 3rd Avenue. During the paving work, the connection from 4th Avenue to Baseline Street will be closed beginning at 7 p.m. (the south side of the intersection). After the paving is complete Saturday morning, Sept. 20, the left and center lane closure from 5th Avenue to 3rd Avenue will be lifted. Beginning Monday, Sept. 22, and continuing until Saturday morning, Sept. 27, the left and center lanes on Baseline Street between 3rd Avenue and 2nd Avenue will be closed 24/7. Paving of this section is scheduled for Friday night, Sept. 26 (weather permitting). There may be intermittent nighttime closures of the south side of the intersection of 3rd Avenue and Baseline Street throughout the week Access to the main entrance and emergency room of Tuality Hospital will remain open at all times, with the possibility of clearly marked detours. TriMet service on Baseline Street will be intermittently affected during this reconstruction work. Driveways into and out of businesses and residences on Baseline Street will have access during the lane closures, with the possibility of short closures. Oak Street: The contractor is grinding and paving the left and center lane of Oak Street from Dennis Avenue to 10th Avenue. The right lane in this section was paved earlier this year. The work is weather-dependent and will be rescheduled if there’s rain. Here are the specifics: • Monday morning, Sept. 22 at 6 a.m., the left and center lane of Oak Street from Dennis Avenue to 4th Avenue will be closed. These two lanes will be closed continuously until 6 a.m. Tuesday morning, Sept. 23, with the contractor working around the clock to finish the work. • Tuesday morning, Sept. 23 at 6 a.m., the left and center lane of Oak Street from 4th Avenue to 10th Avenue will be closed. These two lanes will be closed continuously until 6 a.m. Wednesday morning, Sept. 24, with the contractor working around the clock to finish the work. During this time, road users on Oak Street will not be permitted to turn left on 10th Avenue or continue straight across 10th Avenue to continue on Oak Street. All traffic on Oak Street at 10th Avenue will be required to turn right. • During these lane closures, the traffic on the cross streets from the north will not be permitted to turn onto Oak Street or continue straight across Oak Street. Traffic on the cross streets from the south will be permitted to turn right onto Oak Street, but not continue straight. Flaggers will be controlling traffic at all intersections. • For up to an hour during the paving of Oak Street, the intersection of Oak Street and 1st Avenue will be temporarily closed. A signed detour will take vehicles around the closure. Additionally, traffic on 1st Avenue spanning Oak Street will be reduced to one lane in each direction. • On-street parking on the south side of Oak Street will not be permitted between 1st Avenue and 10th Avenue during the paving. Signs will be displayed indicating the no-parking zones. Please do not park vehicles on Oak Street those two days. • Access to the main entrance and emergency room of Tuality Hospital will remain open at all times. If a detour is necessary to the emergency room, the new route will be clearly marked. • Driveways into and out of businesses and residences on Oak Street will have intermittent access during the lane closures.
